Rug pad is not too thick which is what I wanted for a flat weave rug. Depending on what surface you are using it on determines which side faces the floor. I used mine on tile and it is not moving. It is a little more tacky than I expected but is doing the job. Using it in high traffic area too. Was easy to trim to size and says it will not harm floors.

This has the best non-skid sticky two sides. The rug does not move. Truly.

We have # of these pads. They are very effective at keeping the rugs in place. There is a slight sticky reside on the floor when the pad is removed, which is easily removed with a damp mop. I imagine there is residue on th back of the rug as well, though I cant feel it. Manufacturer claims it is harmless to the rug, and I guess it would be easily cleaned away as well. Its not very thick but does add moderate cushioning.
